Five hold fast against quotas
Despite apparent agreement on the outline of the European Commission’s Common Agricultural Policy (CAP) reform proposals by agriculture ministers, five member states maintain their opposition to plans to continue the milk delivery quota beyond 2000. As a result of their opposition, the May Council statement on CAP reform does not contain any commitment to continue the system to 2006.
