Poland owns up to shortcomings

Poland says it will not be able to upgrade its dairy processing sector to European Union standards by 2003, when it wishes to join the EU.
Deputy Farm Minister Jerzy Plewa told a seminar on EU integration last month that Poland would ask Brussels for a transition period during which its dairy sector would be exempt from EU laws (Reuters reports).
