WTO finds Canada guilty of
A World Health Organisation (WTO) dispute settlement panel says Canada has flouted its WTO obligations concerning dairy product export pricing and fluid milk market access.
The panel upheld complaints brought by America and New Zealand against Canada, ruling that the practice of providing low cost milk to processors for exports is classed as a subsidy, and that Canada’s limitation of market access is inconsistent with its commitments under the General Agreement on Tariffs and Trade.
The Uruguay Round Agreement on Agriculture obligated WTO members to limit the quantity of products exported with subsidies. But Canada’s system of direct payments on dairy product exports
