New EU school milk scheme is at a standstill

Discussions between the European Council and Parliament around the new EU School Milk Scheme have been interrupted following a lack of agreement over the legal basis of the draft Regulation. In its position, the Council proposed to remove the Parliament’s power to decide on financing aspects of the new law.

The Parliament has refused to negotiate further until the Council changes its position. The Luxembourg EU Presidency has proposed a compromise, namely to offer the Parliament powers of co-decision over the global budget for the programme – this, however, has not been received well by some Member States who fear it could be seen as setting a precedent.
